Multiplex Builds and Land Development in the GTA
Leedway Group takes residential land from raw parcel to finished units across the Greater Golden Horseshoe: multiplexes, severances, rezoning, site plan approval and small townhome and condo developments, with feasibility checked before you commit.
Toronto now allows four units as-of-right on many lots, and Ontario requires at least three units as-of-right on most serviced residential lots.

Development Services
Every project starts with a feasibility review of zoning, servicing and approvals, so you know the number of units and the approval path before you spend on design.

Land Severances
Split one property into separate legal lots through a consent application under the Planning Act. Severance guide.
Rezoning and Site Plan Approval

Multiplex and Development FAQs
Possibly. Toronto allows up to four units as-of-right on many residential lots, and Ontario requires at least three on most serviced lots. Lot size, servicing and the local zoning still decide what fits, so we start with a feasibility review.
GTA hard costs for this type of building run about $180 to $270 per square foot in 2026, excluding land, design fees and development charges.
Once the application is complete, the approval authority has a 90-day decision window. Conditions must then be met within two years. Fees for one new lot range from $2,882 in Mississauga to $8,080.65 in Toronto.
A minor variance covers a small departure from one zoning rule, such as a setback. A rezoning changes what the zoning allows on the land and involves a public meeting and a council vote. We tell you which applies after the feasibility review.
Check zoning, servicing and approval risk before you sign. Through Leedway Realty we can help you find and buy a site and confirm what it can yield before closing.
